Utah Student Data Privacy Guidebook

This guidebook is written with the assumption that most LEAs are somewhere between the basic and standardized levels with data governance, privacy, and security. It is not expected that every local education agency (LEA) needs to move to the Dynamic level. For example, meeting the “Basic” level for smaller districts and charter schools may suffice. We recommend that as you and your data governance group review this guidebook and use the capability maturity model in each chapter to self-assess.
